Driver files should always be uninstalled before updating to newer drivers or when removing an older ATI card and replacing it with a newer card.
To uninstall your current ATI Display Drivers from your system, please follow these recommended steps:
Go into your Control Panel (from ‘Start' > ‘Setting' > ‘Control Panel')
Double-click the ‘Add/Remove Programs' icon
Select 'ATI - Software Uninstall Utility' from the list of programs.

Confirm with Windows that you wish to continue with the uninstall
Once the driver files have uninstalled, Windows will request that you restart your computer to complete the uninstallation. Please just follow the instruction for action.
After reboot and you have entered Windows, please insert enclosed CD into your CD-ROM, select auto-run and install driver. One more reboot is needed.
Right click on the desktop with your mouse and select [Properties]. This will bring up your Display Properties. Click on [ Settings ] tab → [ Advanced ] button and then click on the tab with the name of the graphics card you are using. On this window, you will see the BIOS version listed as well as the model of video processor, amount of video memory your card has, which type of TV encoder it uses (only on cards that feature TV-out), and the driver version you currently have installed.
You can use Powerstrip (left click to save) to detect GPU and memory speed, memory speed needs to multiply by a factor of 2 for corresponding DDR speed. *OC will void warranty on your new video card.

On graphic cards, its onboard memory connects to GPU (Graphic Processing Unit) on dedicated path. Memory bandwidth is not everything when it comes to performance. Actual performance depends on the individual application you're running, how much system memory the PC has, and processing speed of GPU and CPU also can affect the performance as well.
Generally speaking, 128MB of onboard memory on VGA card and 512MB of system memory with 2GHz of CPU speed is adequate for most new games at resolution of 1024*768 without special effects or image enhancements. If you truly want to turn on all eye-candy and special effects for your latest games and play at highest resolution possible, 1GB of system memory and 256MB memory on graphic cards are essential for smooth gaming.

Try lowering the refresh rates in the Windows Display Properties panel to isolate whether this is the source for artifacts. Sometimes it may not be suitable driver's default resolution for your monitor, and you can also adjust display resolution in Windows Display Properties Panel.
To avoid the software/driver conflict, we will recommend following the standard installation steps as below and take a try:
Remove original VGA Driver from the system by going to 'Start' -> 'Settings' -> 'Control Panel' and click 'Remove/Add Program' like this
Power off the PC and remove both Power and VGA cord from the computer.
Remove old VGA card (by unlock the AGP slot lock, depends on the motherboard) and remove the screw on the system chassis, then pull the card straight up off the motherboard.
Place your new AGP card into the PC by insert back into AGP slot, secure the card (by lock AGP slot lock) and secure back chassis screw.
Connect Power and VGA cord back to the computer, then turn on the PC.
Place enclosed CD into your CD-ROM, select auto-run and install driver.
Adjust display resolution by right click on the ‘Desktop' -> ‘Properties' -> ‘Settings', and refresh frequency can be adjusted in ‘Advanced' tab -> ‘Monitor' -> ‘Screen refresh Rate'.
